Almost every immigration or police procedure in Spain — getting a NIE, renewing a TIE, giving fingerprints — starts with a cita previa: an appointment booked on the government's website. Offices release a limited number of slots each day, at no fixed time.

In most provinces, far more people need appointments than the offices can take. New slots are often gone within seconds, so refreshing the page by hand rarely works.
